Assessment

ISIS continued to rely on low-cost, high-mobility insurgent tactics, primarily targeting security and military personnel through small motorcycle-borne cells. The group also employed a range of weapons, including small arms, RPGs, and hand grenades, demonstrating operational flexibility despite sustained security pressure.

Operational activity remained concentrated in eastern Syria, particularly Deir ez-Zor, while attacks in Aleppo, Idlib, and Ar-Raqqa indicate that ISIS retains the capability to conduct geographically dispersed operations. Although no large-scale or suicide attacks were recorded during the reporting period, the persistence of coordinated, targeted attacks highlights the organization’s continued ability to challenge local security forces through decentralized insurgent tactics.
